He probably made a type-o, and in Final Fantasy 8 there is a 7% chance of Cactaur using the attack "10000" needles instead of 1000.

Also, I know these well because im playing final fantasy fables: chocobo tales right now on my ds.... 
That reminds me, if the attack miss, paint a chocobo and escape! If it hits though, loot it for some precious gils....
