Water Anyone??
Go into Base.rte/materials.ini
A little down the list their is water. While I know taht this isn't working water, I sense that their may be working water in a new build. Also, just scroll down the list to see some awesome materials hinting to some new things! A.K.A. Lunar Stone!!

I dunno what that is, but it has the highest priority of any material.

Actually, yes! Read his devlog post just before build 14, and he says that their will be base building in the final build.
Now THAT will be sweet.

Yeah, base building in cortex command is AWESOME. It is fun to be a combat engineer, where you have a digger, a concrete gun, and a gun. Good to make small bases and such in coop while your friend defends you.

Those replace gun metal. I imagine civ tech is for guns like pistols and smgs (mac-10s, etc. made from cheap materials) and military tech is used in the AK-47, and probably other rifles/heavy duty equipment.
I've only seen military tech used though.

I've only seen military tech used though.
The Robots 1 and 2 use the civ tech. Oooh man WATER! and all those other materials, when CC is finaly finished just think of all the new stuff now that there is all these materials.
