I wonder if maybe the company hired some interns/newbies/hobos and this is the product of their first little project to prove themselves?

Well that's cuz ToP is good, but this game has a hell-load of quests and isn't all level-grinding.

No, it's made by NCSoft, who made Guild Wars and City of Heros/Villains.

This game is pretty fun it takes forever to register though. I won't be playing often because I hardly ever play games anymore.

BAD VENN! BAD!
If 99% of the quests involve killing monsters, it would be accurate to say that the game involves killing monsters 99% of the time. The "Quest" is simply a cover for the grind to hide in.
Dungeon Runners is crap, plain and simple.

I have yet to find a game without the aforementioned grinding.

The Legend of Zelda series. You can generally avoid everything that isn't critical to making the story move forward; heart containers, bottles, and even rupees ($) Even then you can usually 'downgrade' to a previous weapon and only use the master sword or other associated magical equipment when needed to complete something story-based.
So far as i can remember, there has been NO zelda game since the first (you needed a certain # to get the magic sword) that forced you to have a certain amount of heart containers before you could use a weapon or item or spell. They were just sitting there (often hidden) waiting to be picked up.

Those aren't MMO, just so you know.
I think they are also under the genre of Adventure.
