Like, 10 mods for 100 MS points or something, could work well.

game channel thing for the Wii that has yet to be released,

Mods should be free.

How about you mod the game on PC and send the saved file to your Xbox 360. Or what that other guy said about Downloading Mods. But still I sort of agree with everyone wanting it to stay owned by Data Realms.
There is still going to be a crisis with getting CC on PC to go online without modders modding the game

CC should do with online what basically every other moddable online game does. Make the base files for online play untouchable, and then have the server host be granted the ability to load and remove mods, which everyone else would download. Mods for CC are tiny, so, it should work.

Usually mods from moddable games involve modifications that are only visible from the clients point of view (player, weapon, and map models), not completely different units. I don't see how you can enforce people to use a mod in multiplayer. I can't see how multiplayer and this modability can coexist.
The only thing I could think of is that connecting to a game forces a player to download the applicable mods.
