Yup. It means your guy has no arms, so he can't hold any weapons. I get it a lot when the AI brings in dropships. (They always mutilate my guys.)
I do like how in the process of liftoff you managed to turn the rocket over and imbed it in 6 feet of concrete. I bet that took a lot of practice. Haha, just kidding.

From how it looks, the robot was shooting the bottom right of the engine, causing it to emit particles that took off his arms and propelled the rocket to the left and into the dirt.

I turn armless actors in to dropship flipers and legless ones in to actor ramers I once had a armless and legless actor to cut off the legs of a robot then the jet took off its arms and both lived till I droped a blue clone on there heads lol

Armless guys are good to act as ramming/incinerating (jetpack) devices!

Yes, even when missing your arms and legs, the initial boost from your jetpack has enough punch to kill skeletons with ease, and with a bit of finesse, take down clones/robots.
Perfect for kamikaze, you can also turn yourself into a devastating projectile. By tapping your jetpack key repeatedly, you can go up to speeds where even the camera will stop tracking you. No ship will get by, without you running into it and for the most part obliterating it's health or knocking off the engine.

Usually, I use them as decoys while I bring in a fresh recruit. Hard to defend effectively with only a jetpack, especially since it does damage through pushing the actor around rather than actually creating entryWounds and such.
I think the jetpack emissions need to do that.

i think that if you crash a rocket then the rocket fuel comes crashing out and you can set it on fire with a bullet
