Water was an impossibility in the first place, the engine couldn't handle so many particles.

And yet it can handle the ground?
You could to "static Water" Like Hl2. It splashes and all of that, but it's doesn't move. When you shoot, you can make the bullet half transparent, (on collison) and make a effect, of a splash.

The only ground particles that need to be calculated are moving ones. And any tiny disturbance would call for all the water particles to be calculated.
Static-Water also sounds entirely out of place.
