But it's a .jpg, if I'm using Paint to sprite, how do I use just the colors on the palette?

You don't use Paint for colors. You can if you paste the palette into the picture, or your can use GraphicsGale to automatically look at the colors in the palette.

1.) It's in Base.rte, not Devices.
2.) It's in .bmp.
3.) It shows all the colors.
4.) lol mat palette.

If you edit a sprite in Paint ( like the sprites in IWCY's templates) it automatically fits the color you're using to the closest color on the pallete. Like, I could take twenty different shades of blue, but only slightly different, and they would be the same blue if you edit an existing CC sprite.
