I am pretty certain that each battle round, it simply picks a random message thing to do. But it is quite reminiscent of what an actual magicarp vs magicarp battle. As in, it has no end until they both run out of pp for splash, at which point they constantly use struggle until they manage to take the other one out, often suicidally.

Magikarp learns tackle at level 10, and flail at level 30. (why anyone would keep thwir magikarp to level 30 is beyond me)
