Actually, the DS juist came out with a web browser and they completely modded the GBA cartridge so that it COULD process it....
It might not sound possible right now, but it could be made eventually.

The DS will absolutely not run it, period. It's running on a processor slower than probably any computer you people might have lying around in your basements.
And it's a completely different computer architecture, so it would require extensive reprogramming. D.I.R.T. started sometime in 2004, right? And 3 years later, DR is still working on it. It's never going to happen.
The PSP won't work either. People have claimed that you can overclock a PSP to about 1 Ghz, but that's going to make it incredibly prone to damage. Who is going to superclock a PSP, risking bricking it, just to play CC for 15 minutes? And even that would lag horrendously.
And none of this is even considering the legality of homebrew and modding.
Just play it on your PCs, it's not worth getting hyped up about the "remote possibility" that it would work. If you really want to play it on the go, just buy a laptop. You can run the game perfectly fine on a $200-300 machine.

Cortex command won't be made for the DS. I doubt Data knows anything about programming games for the DS.

No, it's simple that they can't. Maybe they could but it'd be slow as hell. There's too much going on in Cortex Command that any hand held couldn't handle.
