Even if Empyreals plan is almost perfect, I still say that leave one base without any active zombies. We still don't know how, or if they communicate. The one secure base should be preserved by all means, which means that no "alive" zombies there. They could do research with the reanimated but dead tissue, and still keep completely secure. What do you say?

It's not safe to assume anything. We just don't know anything about them right now. I think we should capture them and keep them in secure environments for study. However, it's too dangerous right now to capture them when we're the one attacking the base. It'd be better to send out an expedition to capture them.

I think they're hungry, we should feed them with the remaining population.
And inform them of where the feeding areas(remaining bases) are.
We should give them combat training too so they can defend themselves from the creatures of the wilderness(fox bites hurt).
