Don't do anything that would cause the sniper to be aware of your presence. If he notices you shooting the RPG guy, then it's a fair bet that he can get you before you get him. Also, I'll assume that we're being both realistic and pessimistic here, and so suggest that it's fairly safe to shoot the sniper first, considering that it's a silenced rifle and that you're shooting from far enough away that nobody will notice (assuming that 10x zoom in this case means what I think it means). Then shoot the RPG dude in the crotch. That armor piece is far too inviting of a target to pass up. Besides, it'll probably leave you an incapacitated enemy soldier to pick up later, along with his shiny new RPG.
Also, it seems that you've got some other snipers on your side, judging by the blood stains on the wall and the fact that the enemy sniper has his attention fully diverted. If so, use your radio and inquire about other enemy snipers and a possible simultaneous shot to take down both the sniper and the RPG.

Dont worry it will not all be in first person view but a wee bit will be. Mainly in vehicles or when the situation would look cooler in first person.

I'm not thouroughly convinced, I think theres some sort of trick going on. Why would an enemy sniper be in such a blatant position, that sucker is asking for it. Second, why would an RPG carrying guy be walking around, and why wouldnt he have his main weapon out. An RPG wouldn't be my first choice to be using as my first weapon. Why is our sniper crouching. Everyone knows snipers go prone.
Also: Make yourself an amazingly little base of sandbags, claymores, traps, and tarps, and lay all your magazines out for quick reloading.

He's crouching because he was told to take the scope away from his eye and look around, and I don't believe many people examine their surroundings while laying down.
