Send the Chopper from green zone A to scout out zone E, and on the way to and from E, do a quick recon of I, But don't take some pictures and fly off, I want an in-depth recon, but use minimal amount of time. Quickly now! lives are at stake!

Dauss, This IS a time of crisis, humanity WILL endure, this isn't--oh wait, it is the worst we've been through--but we'll make it anyways! so how does my plan workout? EDIT: Have B load as many survivors and parts for a hydroelectric generator as possible into the hovercraft *or what it was*, and move them to C. If B does not have a hydroelectric generator they can spare parts for, have them take as many other possibly useful parts from structures of which will be of little use when the time to leave comes, if B DOES have a hydroelectric generator, move survivors and HEG parts to C, thus solving B's water treatment problem, and C's generator problem. Also, B needs to bring any other useful supplies IF IT DOES NOT RISK MANY LIVES to C, in a following back-and-forth from C>B>C.

Oh sorry. Then Start by sending the needed parts to the base with a broken water faculty, sent troops to the base with the zombie invasion, and slowly build defenses and ignore all other bases.

Gentlemen, we cannot simply dismantle a hydro-electric generator from a sector that needs it. This would be like pulling a nail from a board to put into the other end of it. We need a new generator, or working parts, from another sector.

And we should also try to take hydro-electric parts from a sector that can spare them, maybe surviving via a battery.

Yes, gentlemen, this is the plan, however we must first figure out where a generator can be located, and quickly assemble a force large enough to deal with the reanimated at hand. Barging in will simply get everyone killed.
Gather intelligence first, then we can operate.

C to B with water filters and all fuel/usable resources. Avoid skirmishes if possible. At the opposite coast to B, give hovercraft enough fuel to bring them all over, thus keeping B and formerly C in the island and safe to plan. Have D set a trap for the zombies or just capture a minimum of 25, since there seems to be a surplus. Make sure they're well restrained and in a high security area with guards 24/7. Make production of a vaccine/anti-venom a priority, as well as figuring out how these things work secondarily. Biologically, mentally, physically. A will hold out, while D sends extra supplies even before the attack to make sure it's successful, and provide aid. D and B need to begin the production of vehicle factories/shops, and if it makes it faster, tuned to the production of jets. If they don't have runways, make them at the same time. Also, send out the chopper, We need a better idea of what we're facing. Don't waste time attacking, it'll waste ammo better used from a fortified position. If the chopper decides the numbers are putting A in a bad position, D should also send extra troops, preferably with mortars to thin down the ranks quickly.

There is no way that this can end well if we simply run wildly int the fray. We must assess, we must find out as much as we can.
