Obviously it's where he hosts his personal files, source codes, tests, etc. or something along that line.

Admins can do anything. Mods can not. Admins have authorization to this wonderful program called the "admin panel". Mods have access to this meh thing called the "lock, delete & move bar"
That’s how it works on free phpBB forums. I'm not 100% on Data Realms though which costs like $100 a week to run and is all professional design.

That means they're not the same on every forum, imbicile. You've not got the slightest clue what mods can do here. The ACP isn't a program. It's a section that lets you edit the forum. I grouped mods with admins, because mods get the MCP and depending on the forum they may get some accesses in the ACP. Also, I fukken lol'd at you saying this costs like $100 a week to run. THIS IS A FREE PHPBB FORUM(WJ downloaded phpbb3 RC1 or 2, not sure which one is out now). It's just hosted somewhere, which probably costs 10-100 dollars to run depending on the bandwidth the site is using.
