 I need help with Build 14!!!

Post I need help with Build 14!!!
I downloaded Build 14 today (a bit late but eh). When I installed it, I got a bunch of mods for the new build and deleted all the old mods. When I went to start it said this

So I was totally confused so I went to look at the Test.rte file in my Cortex Command folder and it was all empty! So I reinstalled it, and it was still like that, I reinstalled it three more times. It still wont work, can anyone please help me!!!

Reinstall in a different folder, that oughta work.

Soooooo if it's empty it has no use whatsoever
Final Verdict:
DELETE TEST.RTE FOLDER

Did you even read the error?
It says it's MISSING INDEX.INI. It's not a bug or creepy in any way, it's just there is nothing in test.rte, so CC freaks out and pees itself.
