IDEA - Special abilities for actors.
It would be cool if certain actors had certain abilities. Where you could press the (or one of several) special actions button(s) and it would do a specified thing. You could program it to fire a weapon or boost you forward or whatnot. So you could have a handgun and a shield out, but you could also use your special ability to shoot lasers out of your eyes.

That's a nice idea but the special abilities should be weak, if not useless; only for supporting purposes.

I'm not so much thinking of the main game, but the modding potential.

actually isn't this possible?
like taking away the jetpack, and put something else in the place of it?
like a short burst of jetpack for a boost, and a laser beam.

Yeah, modding the jetpack to do what you want would be good enough, but what if you want a jetpack + eye lasers + ?
You'd be boned, so yes, we need to designate something that ties a keypress to an action like the jetpack does. [Then we could do crazy things like battery-powered sheilds (jetpack fuel meter as the battery) or machineguns mounted to your head and a chest cannon.]

if data assigned 3 buttons to "special ability 1" "special ability 2" and "special ability 3" and then let the modders assign different stuff to those buttons on their gun or actor (i would really like this for a gun)

I don't like this idea. Go play RPG's if you want to use special skills and stuff. I'm fine with passive abilities that different actors might have, but active abilities, definetly NOT!
This is just my point of view. I mean no harm to the one's who support this idea. I'm just so sick of all related to RPG, and don't like it at all.

Perhaps there could be a switch, no?
I love the prone idea though, I've been thinking of that for ages.

CC needs much more to keep you interested in your actors for single player campaigns. As it is now, you just drop a bunch of clones/robots, and kill people. It's too impersonal [I know, I know, they're remote controlled by a brain flaoting in a jar, but, come on, throwing away units isn't that smart].
Anyways, having at the very least a weapon mode of fire switch would be great. Single, burst, auto, and maybe grenade launchers would make all the M4 guns at least somewhat better.

When the campaign comes out, challenges may also come too (i hope).
Lets say, you have one clone, and no money. There are loads of robots with powerful guns patrolling the area of this map. Lets say you have to get to a certain point without dying. The trick would be to get past these robots when they have their backs turned. Of course getting some sort of waypoint may be hard. Maybe making a landmine, but its a brain too. Once you land on it it gets destroyed and the win screen comes up. Yay.

These are the kind of idea's that I like. I would recommend this to Data. It would be really cool to have a shortcut for M4 Grenade Launcher, instead of a new M4 Grenade Launcher weapon.

I agree with grif although, I think the reason why CC is so unique is because of how it is now, putting abilities into each different character would just generalize it too much.
