 how are the dummy, coalition and ronin factions loaded

Post how are the dummy, coalition and ronin factions loaded
how/where are these 3 factions loaded? ive been lookin all over the base.rte INI files to see how these factions are loaded b4 custom mods, and the missions.rte; and how they are referenced (since they are all seperate rte's now)

It's hard-coded into the game that they should load first.
