Mod tools?
Could someone create a tool that easily allows you to make a mod? I tried to make a mod once, but I pretty much failed, due to the extreme amount of lua scripting. Thanks.

Notepad. MSPaint. It's not LUA scripting, it's .ini editing. All you have to do is use your brain and change variables.

Not really.
More like changing values.
C++ actually has logic. While .ini code is based on raw C++ its so distant I wouldn't even say it counts as "very basic".
