I believe so. I haven't seen source for this game (nor will I ever, probably), but I'm willin to bet that utilizing the GPU on a high-end video card will help minimally. The GPU only relieves the CPU of drawing, not math.
What needs to happen is support for multi-core processors, then it would do quite well.

Says the same thing for my AMD Sempron processor. I guess they expect me to overclock my CPU? AMD processors run way too hot for me to do that without worrying about axing my computer.
