can you make a mod without the Index.ini, if so then sure sounds good
Really though, ini only makes it more accessible to newer modders

i never did figure out how to make good walk paths through the ini
shook made some sick giant characters though

Since this contest will involve a prize with actual monetary value, we should probably figure out how exactly we want this done.
-Forum submissions will be a must - However, if we wish to inform the Steam community of the contest, they'd have to make accounts, so ideally we would give them enough time for them to make an account and get over any account creation hitches.
-How will we handle winners? If we keep the contest contained in the forums and not advertise it to the Steam community, the number of entries should be small and we can do the forum polls as normal. However, if we get a significant number of entries with the inclusion of the Steam community, we'll need a fair method of determining the winner, as well as preventing the polls being voted on by alt accounts.
-Time frame: I feel like a month is a large enough amount of time, but if it isn't, feel free to speak up.
-Previously created content: I think we would want to restrict the usage of previously created content, but of course there would be no way to enforce this. It would have to be up to the judgement of [whoever's in charge of the content, which happens to be me], and might just end up as "Be nice, try to play fair".
-Contest entry limitations: Restrict number of (buyable) items (can't be a faction)?
If there's anything else that needs discussion, feel free to bring it up.
