There's a big difference between copying a tiny scene because your studio is poor and can't come up with their own action, and copying a tiny scene because your animators want to do a shoutout to an anime that they all saw and were heavily influenced by. As far as I'm concerned the copied part is just that, the copied part, where you can clearly see that the frames are the same (as shown in that comparison I posted earlier). So I went to compare that to the sequence in Bebop: https://www.youtube.com/watch?v=1vEeQ-vGrgY#t=226 or 57:45 in the movie http://www.dailymotion.com/video/x1nysl ... shortfilms (from around 2:45 onward) You can see they reversed the order of the cuts. In Bebop it starts with the cut where the camera is at chest height, Spike throwing fast punches, an unrelated cut in between, then the cut from top-down camera perspective with a few more punches, pull to the side and strong left blow to the jaw. For Naruto they reversed the order, so it starts with the top-down cut with the strong blow sending Naruto out of frame, cutting to the chest-height perspective cut where he's receiving fast punches. On top of that they horizontally reversed the chest-height cut to make it fit with the direction Naruto is blown out of frame in from the top-down cut. If it was a homage, why would they reverse the order, leave out and even mirror parts, not to mention just throwing it in between the rest of the action animation? That in comparison to f.e. the Nisemonogatari bike slide which clearly stands-out as a reference to Akira. For all those reasons it seems highly unlikely that that was just a nice homage rather than copying for the sake of saving time/money, because even if it's only 5 seconds, a well animated action sequence takes a lot of time, skill and effort to pull off. Those few seconds start to matter even more when a large portion of any episode is made up of panning stills or characters moving only their mouths (as is ofcourse common in anime).

Chaika would be 10x better if they didn't have that stupid dragon character. I mean she was sooo cool in her first episode but then they turned her into this anooying overpowered loli for no reason.

They're called references, geniuses. Artists do it all the time. It's not like they stole line art from Bebop, and its not like the Boondocks stole line art from Naruto. I can't believe people even have arguments like these. The animators still put in time and work.
