TLB had stated before that that isn't the case, because of the off chance that the spoiler tags would be defunct in someone's browser. Also that some people may not just read, or maybe some people don't even know what NSFW even means until they click the spoiler and go THAT'S NOT WHAT I WANTED TO SEE.

First off, if I remember correctly, Data said he wanted to keep the forum more or less PG-13, so that's why this rule exists. Secondly, yes, it makes sense that the poster would be responsible for warning people, but usually, they don't. Even when they do, most people miss the warning - it's somewhat of a natural instinct for people to skip to a link or a spoiler. It ends up getting very subjective: how much warnings needs to be given? What if the warning is in a small font, or it's coloured in a way that makes people miss it? As well, I can't entirely guarantee that the spoiler code works. I can pretty much guarantee that in at least one browser, the JavaScript will break in such a way that it won't behave as it should.
The fact is, though, that this rule hardly ever gets enforced anyhow. Unless somebody posts something deeply disturbing or strongly sexual (in which case I don't see why it was posted here anyway), I'm not really going to do anything about it. Ultimately, it's left up to the moderators' discretions, and as long as you're being reasonable about what you're posting, it shouldn't be an issue. I don't think that's very stifling to anybody's expression.

Dunno if you've watched any, but you could try K-On or Working!!. Nichijou and Lucky Star, maybe Hataraku Maou-sama, are also good as far as I know, I haven't watched those yet myself.
