My problem is that the Deployer scuttles itself. I think it may have to do with spawning too many bots in the same place, and causing the deployer to be forcibly moved into the ground. I'm going to keep trying to test it.

Besides the fact that that was a somewhat useless response and you somewhat contributed to the pointlessness; your question regarding whether or not the RETARDS still work is a valid response.
After a quick boot up of my cc with the retards folder installed, I can safely say the retards work in B30. Though, I don't see why it's difficult to test it out yourself?

Had to do with the fact that i had alt tab while rendering and i would rather not boot up CC when that's happening as it draws a lot of run time, thank you for checking that out.
