Foster's Home For Imaginary Friends is about a house for abandoned imaginary friends that children have let go after they grew up. Frankie, the girl in all the panels, works there and is the granddaughter of Madame Foster, the old lady pictured. In the show, all sorts of imaginary friend shenanigans goes on, and Frankie is one of those characters that puts on a show of hating everyone inside but actually cares (because she's often stuck cleaning up all their messes). The building in the snow globe is the actual foster house that the orphaned imaginary friends live in. The heart wrenching part is the implication that the events of the show all occur within Frankie's mind as her imaginary friends, and she's actually autistic.
The comic follows a lot of the recent jokes about how the events of a show actually only happen in one of the character's minds (Pokemon is Ash's coma dream, Rugrats is the wild imaginings of Angelica, etc), but I found it more touching because of the show's already deep association with the mind (half of the characters are imaginary after all).

I think the Autism idea was unnecessary, or maybe replaced with something less direct. Maybe Frankie could have had a traumatic event in her life destroying her social life, losing any or all friends to have it ultimately come to her imagination for social entertainment and therefor the cartoon.
Not that any of the comic was actually part of the official cartoon.

I don't think a "traumatic event" would have had as much of an impact as autism. I like it better this way.
