I don't like the mixed setting because it sounds either "All magic, no technology" or "All technology, no magic". And if you're something in between, well, better find a small village or something. At best.

Perhaps the tech/fairy status could vary depending on whether you're in Majyykland or Gearsteamyplace.

Maybe some of the folks are explorers/envoys from a high-magitech plane/world/place, who've wound up not only in a lower-magi/tech sector than they expected, but in the middle of the war? Both sides will want their trinkets for their own efforts, and want to keep them out of enemy hands.
Ed: Or maybe they've gone back in time using powerful magitech in order to try and stop the war somehow? Maybe they arrived later than they anticipated, and have to wing it!
Just throwing out ideas now.

The problem with figuring out health strictly is that it ties a lot into combat and items. How much health do you have? How much can you lose with an average attack? How do weapons behave in such circumstances? How do dicerolls factor into damage, if using a standard d10 RtD system*? How does armour reduce that loss? Can armour completely nullify very weak attacks, or will there always be the option of pinging someone to death? And so on and so forth. *As opposed to the World of Darkness/Exalted-style "challenge" system I'm using in the Adventures of Ulysses game.It might be worth considering the use of the Forum Games IRC channel to discuss this in real-time.
