I just downloaded that mod from Mehman, Smarter AI, and I tried to add a few actors. I just got a copy of the Soldier.ini And deleted the whole thing except the trooper. And then I edited his weapons, ONLY his weapons. And then I added them to the Index, and tried to play the game, and when I checked it, there was only the trooper and the commander.
Please help, I am new to modding.

Because the new soldier has the same name as the old one, it could be overriding the old soldier. Test to see if the soldier in the buy menu actually has the weapons you want, and if so go in and change his name to something else.

I changed his name, and maybe you didn't understand, but it IS NOT on the buy menu, only the default soldiers of the mod.

Is the soldier set to Buyable = 0?

I copied everything from the default trooper, I only changed his weapons. When I looked at the .ini, there was only one buyable in each .ini, and they were set to 0, so I just changed them to 1, and nothing changed, still nothing on the buy menu.

Are you sure that the soldier's ini file is being loaded? Post the mod here.

Here it is. Oh, and I changed the name of the standard trooper and made him be a coalition light instead of a coalition heavy. Sorry if I made any mistakes because of this, I just tough that wouldn't do any difference.

EDIT: oh, and some important thing that can probably be the problem...I am using Brutality Mod. Sorry for not telling that to you guys before.

Well first off the mod isn't loading for me since it's trying to call weapons that don't exist.
