Not if you use them right. I'd say they're not comparable to either. If they only had power armour, they would stand a good chance against Spess Mehreens.
But since their current armor is not that fancy, Mehreens would just slaughter them. They're still much better than the Imperial Guard, though.

The primary purpose of the Imperial Guard is to clog the enemies's weapons with gore.

I've just realised that what I hate most about the Dummies is that they aren't fun to kill.

It's Coalition killing for me. First you crack the armor shell, then you get to the meaty center.

I remember how AAL and Battlefield something-or-other (both numgun mods) had an advanced gore system. Them's were the day.
