Nonsequitorian, he asked where it is on Mac. You don't specify an install directory in the Mac version, as it's entirely self-contained. The answer to his question is a little hard to find - you could have at least linked him.

These are simply text, you may open them with the default editor, or download and use the superior TextWrangler.
For example, you would edit the "Skirmish Activities.ini" in "Missions.rte" to modify the variable for the starting funds for a given team in the skirmish.
