Oh, cool. Engy get's two reskins that add nothing new to the game, and soldier only gets one.
Engy has 6 wrenches, and 2 non wrench items besides hats.
To my knowledge soldier hasn't NOT had an update since the classless update.
Which was a long time ago.
Your reasoning sounds really, really silly.
You're complaining that there are too many updates? You're saying that content which uses little to no resources of the TF2 team shouldn't be added by saying that there are too many items, but that these items don't add anything.

I don't see how you seem to think that a rocket launcher is any easier to make than any other themed weapon.

(and btw the reason we have so many soldier packs is because Robin Walker likes soldier.)
Robin Walker mains Spy, Sniper above Soldier.
The soldier holds the jack of all and bread and butter roles in game balance. His primary weapon is therefore the easiest to make items for without negatively effecting game balance.

Engineer item balance is about the exact opposite. Any item he gets has a large effect on everyone he's playing with and against.
He also happens to have some of the best items currently in the game, from a game design perspective.

Look at this again.

Yeah I know we already showed this.
It's supposed to be a funny video.
But it really is pretty true. The soldier is not balanced at all.
AT ALL. Whereas in my eyes, the engineer is currently extremely balanced. Each item has it's drawbacks and drawforwards's.
Most soldier weapons have very awful balancing. The Liberty Launcher for example only has one less rocket. This honestly doesn't matter considering how fast it reloads.
The Cow Mangler is.. well, I literally don't even need to explain.
The only class I would consider being even CLOSE to this unbalanced would be Heavy, and still everything is pretty damn balanced for him.

You're saying that one of the soldier's most major weaknesses is irrelevant.
Really?
The soldier's inability to hold in an extended fight and requirement to retreat for reloads is integral to the class. It has a negligible upside for soldiers with decent positioning in return for exacerbation of his most pronounced weakness.
And go on, explain the Cow Mangler - if you don't explain why you think it's overpowered then it isn't valid evidence and you shouldn't mention it.

The Cow Mangler is an exact replica of the rocket launcher, however it has one more rocket and is capable of dealing guaranteed mini-crits and afterburn if you charge for 3 seconds. The only downside is that it does reduced damage to sentries, however it is capable of stunning them, allowing teammates to do massive damage to it.

Go and check the stats for it please.
The charge shot is basically useless in any sort of higher level play - its main draw is its five rockets, but you didn't mention it, which leads me to believe you have little to no actual understanding of the weapon.

The Cow Mangler is silly and everyone stopped using it two days after the update because they realized that it's ♥♥♥♥.

M'kay dude, now are you going to provide any other reasons you think it's overpowered?
Or do you actually not have any good evidence for that?
And your complete ignorance of its stats still makes me think you have little to no understanding of the weapon.

It's an exact duplicate, except it reloads significantly slower, even on a per-round basis. It's an exact duplicate of the rocket launcher, except with no CRAWKETS. It's an exact duplicate of the rocket launcher, except with an alt-fire that renders you immobile for four seconds, leave you reloading for 5% longer per rocket than a regular rocket. It plays differently from a standard rocket launcher, it's impossible to see what you're shooting at because of LOLPARTICLES, and it's kind of a dumb weapon.

It also does less damage to the point where you will routinely need to take an extra shot to kill things compared to the rocket launcher.

I have it myself, it sucks so hard. The 10% doesn't seem like to much of a drawback but it really is annoying to fire at a guy and then spend the next twenty minutes loading a single shot.

ANYONE WHO SAYS THE GUN IS OP HAS NEVER USED IT

This is true but as a caveat, the gun was OP when it was released because Valve accidentally managed to make it to +10% damage to players instead of -10% damage, due to the way damage scaling over distance works
That definitely isn't the case now though.
