Audiotool
It's a free, powerful online studio but it's not a walk in the park to pick up.
It's damn easy when you know what you're doing though. Audiotool also runs remix competitions occasionally, and the winners and runner-ups get their submissions published to a physical album.

Ahh Audiotool. If only I could figure out how to make it make sounds.... Do I need to DL loops and insert them? or does it have an actual built in synth ala Garageband?

It has it's own synthesizer, two drum machines, and things that are only explainable through actually playing with them like the Tone Matrix.
And yes, you can insert samples if you so wish. Audiotool has a library of them.

This should get you going.

Edit: Also, something that "deteriorates" you generally isn't a good thing. You're making it sound like dubstep is some sort of inferior music.
