Depends on the game you're asking about. For example, Advere (Dark Blur) is the most powerful in RTD2, but Blue Demon or Die are the most powerful in RTDBlue. (As far as I know)

Blue gains strength over time. So in RtD2, Advere is strongest.
By Psychic, Blue has gained a formidable amount of power.
By Blue, even more so.
And by Mecha, for plot reasons, she's unstoppable except by Deus ex Machina.
