I say go ffor the Imperial guards. Mostly because they respond faster than anyone else. But if you want power, then go with the Tau Empire

The easiest way to get started is to stipulate a maximum amount of money you're willing to spend every month.
For example purposes let's say you want to spend 20-30 bucks, tops. So on the first month buy 3 colors and a couple of washes which are worth ~15bucks. That leaves you with a limited choice of models for the first month, but on the following one and, considering that you already have the required paints you can spend the whole months budget and the rest of the previous month on whatever you want.
Systematic progression is the way to go.
Also, I fully agree with thor.

Renegades, siege of fraks part 1 codex, so I also get to field a squad of true scale marines and a macharius.
Then there's the 2000 point ork army that I "finished".

I went for a badab black wash over blood red, but the model got completely filthy.
