Without considering them, at least subconsciously, your pixel art will jar the eye a little regardless of how good your colours and silhouette is.. I'd consider starting from scratch and getting some reference.

A cluster is any group of pixels touching each other, the best ones for small work are in the image I just posted.
A reference is anything you can work from... For reference. Get photos of people, other people's sprites of people, anything that will provide a point you can work from to make sure you're getting proportions right, and just as a comparison.

Then am I not already using clusters? After all, all the parts of the sprite are connected to each other, similar to the way that the image shows. This is just a prototype, and getting a decent image of a convict may prove difficult when I am very bad at even the basics of spriting.

That's intentional If I finish it it'll likely be a small match for 2 player Squad vs. Squad dealios, but it'd be a fair mission to play on because of the polish needed on the effects. It started from an effort to make a map for me and you to play on, actually, but I'd be pixelled out by the time I finished the intended 1000x600 canvas. Working on it made me want to do EXILE in a similar style, actually.
