Question:
Why in god's name is anyone still playing B23?
There's literally no reason to. Don't come crying to me about performance changes; nothing really significant changed with the game in any way that's going to affect your performance any more than CC itself already does.
B24 is DRM-free, completely free, contains (arguably) better content, more maps, more missions, etc, etc.
♥♥♥♥ people who still use B23; we (as a forum) should do everything possible to force them to upgrade. I don't give a flying ♥♥♥♥ if your mod is B24 compatible; I assume that. But if someone forces you to convert it back to B23? Well ♥♥♥♥ that guy hardcore.

If there's stuff in B23 vanilla you want in B24, then either make a mod of it yourself, or get someone else to do it. Look at the Heavy Brain Bot, for example.
I completely agree with Grif on this one.

B23 grasslands sucked though. Porting content is easy. Don't use old builds because you're too lazy to add a few lines to a scenes definition.

Actually, there is one very good reason to use B23; It doesn't crash as often as B24.
Don't hate me though, I still play B24 instead of B23 because I like the new stuff.

I find more pleasure in making and testing my own creations than actually playing the thing. Sometimes I'll get sidetracked when I should be testing but I just start messing around.

I haven't even played B24, mainly because my interest in CC B23 ebbed a little and then got replaced by other goodies. I haven't even tried it out on my new computer, which should run it much better and thus create a more enjoyable experience.
