Not that it does anything useful.
Well cake, try bringing up the task manager and, in the processes tab, see what is using the processor.

Well cake, try bringing up the task manager and, in the processes tab, see what is using the processor. windows 7 and vista from what I've heard don't have a processes tab in task manager, they get a crappy stripped down version. however THIS May help with that, but I don't know, for sure how it works, I'm on XP.

Click the "show processes from all users" and see if there's still no processes taking it up.

Worst case scenario there's an virus hogging everything under a different user. Nice catch duh, didn't even strike my mind.

I remember this one piece of software I used to use that fixed problems like this, but cant remember its name, only its logo. EDIT : The problem appears to be resolved. It was the Internet Download Manager I had installed had compatibility issues with Chrome. Updating the program fixed it.
