As long as the spartans were made with proper sprites, had layered armor and the energy shield, then sure.

Halo and CC are based around the same technological tier, so in that level they do fit well together.
But i think Halo mods appeal lies in the Spartans 'one man army' tone.

I think you should try and implement a shield, and make their armour out of a material with a lower structural integrity. It would make them more fun to kill.

Agreed. It has a recharge feature an it's depletion is based on the force delivered. Pretty close. Try and modify it so that the projectiles are neutralized closer to the Actor.

Well that one is made with leeway to work with large actors; you could optimise it to work with the small humanoid shape of the unit. It would ignore extremely high velocity projectiles, though, but I suppose that's not really a problem.

Slightly offtopic, but I recoloured the charge level sprites to go red when low and green when high/full.

Here I added a shield to the spartan, however the sounds are not good so if you have better ones put them in, it can withstand a full SMG clip(the vanilla one) before collapsing, it will recharge after 4 seconds during 1.5 seconds, bullets shot from a close distance may ignore the shield:
