Paint, Note pad and Google for sounds. You don't actualy need all that fancy crap to make a good mod.

It's less a matter of need and more one of want. I could use nano for editing, convert the line endings if necessary and do the spriting with straight bytearrays, but my productivity would sure be terrible.
