I thought those outfits were a part of the DLC though. They're from 'Into the Pitt', to be specific.

I didn't put them in specifically, but they might be part of either FOOK or the DLCs, couldn't tell you. I've never been without all of the above, I played through FO3 for the first time on a borrowed XBox copy (with no DLCs) then bought it for myself on Steam (with all DLCs).
