yes it is meant to be a joke, they are NPC's they are useless by DESIGN.

I am going to die soon if you don't do anything, my god...Hail a medic (even though there are none left - I'm pretty sure that was the only medic, considering how long he took to ♥♥♥♥ respond. WHAT KIND OF BASE ONLY HAS ONE ♥♥♥♥ MEDIC) teammate to help fix me up.
EDIT: Also, since that's still just a minor action as I'm not moving, Kick the dead medic near me to let out my rage because I'm ♥♥♥♥ anyway and he doesn't feel anything anymore.
EDIT2: No, ♥♥♥♥ that, instead of hailing a medic, hail one of my non-useless teammates...
