Ok, so first off, do you have access to your router? If you do not, meaning you cannot tell it what ports to forward, then there isn't anything you can do.
If you do, then look at portforward.com for the maker and model of your router and follow their instructions on how to forward port 25565 to your computer.

If you want to completely ignore all these shenanigans with static IPs and port forwarding you can just temporarily enable DMZ. It's a pretty significant security risk for your network, but it's also a very easy way to host games.

Should be somewhere in your router settings page.
