Should I make a total conversion?
Yes or no.
Keep in mind, I'd be using both lua and .ini code to the best of my not-inconsiderable ability, and I would probably change the entire flow of gameplay in CC as well as possible.

I do have ideas. I won't be making any new actors, but I'll probably be simplifying (or, more accurately, streamlining) a number of things.

If you're doing what I think you're doing, which is making a gameplay-oriented streamlining of the current content, then I vote yes. I was working on something similar (I got prompted by tucker or something) but my CC died before I could get very far. I think you'd be able to do a good job of it, so I don't see why not
