Why would everyone go PMs? The players are all on the same team, more or less.
The NECs are on different sides ranging from friendly, to neutral, to screw-you-with-a-fencepost, plus they can have knowledge that the players shouldn't.
I only see a need to have the NECs PM.

Problem is, ballistics in water is a bit different than in air, and when you do fire off, you not only go on a different angle than you meant to, but you miss Frederic anyway because the water refracted the image of him. You shoot out of the water at a low angle, then come back down and skip once, twice, then hit the water and slow to a stop with a huge splash.

rjhw1 [5]:It doesn't take long for you to fix your stupid mistake, and soon you are back on your feet, flexing and feeling out your new limbs. They work very nicely, but now your real leg is a bit of a weakspot. Ah well, that can get fixed later. Forming your hands into blades, you start swimming upwards, using your blades hands as fins. It's slow going since you're so heavy, but you manage to make it to the surface again after about 2 minutes of swimming.
Abilities:
- Greater Zombie Control
- Dark Matter Synthesis
- Zombification (Increased speed and strength)
- Dragon Pulse Style
- Surging Dragon Pulse
- Twisting Dragon Tornado Kick

Tomaster [6]: After a few minutes with no ideas on how to get Frank, he bobs to the surface on his own. With that problem taken care of on its own, you set off towards the North-Western island, to where MLC went. On the way, you work on trying to combine the Lawnchair and the Syringe gun, but you only manage to break both of them.
Inventory:
- M79 Grenade "Lawnchair" (No ammo) (Broken)
- TF2 Syringe Gun (66 syringes, filled with random drugs) (Broken)
- Pulpy (Large Flaming Mace)
Abilities:
- Wing (+1 to dodge if flying)
- Summon Shade
- Flickering Invisibility

Foa [2-1=1]: Seeing Frank surface revives your hope, until the zombie virus manifests itself as an extremely severe migraine. You clutch your head, surprised by the very sudden head pain. With this headache going, there's no way you can focus on anything, let alone swimming anywhere.
Inventory:
- HIGH-SPEED HANDCANNON
- 3 Paperclips
- 5 chunks of metal
Injuries:
- Weakened Zombie Virus (Zombification in 3 turns)
- Legless
- Migraine (-3 until Zombification is stopped)
JJA79 [6] My, but you're a persistant little bugger. The gods of gravity, finally granting your wish, give you Gyrokinesis. They also activated it for you, reversing the gravity for where you are. You go shooting up into the air, and get to about a mile up before you realize you can change it back again. Doing so, you slow down, and at the zenith of your flight, a voice speaks to you.
"I think you've had your fun now. Time, go."
The clouds around you start moving again. Then you realize how bad your situation is.
Abilities:
- Life Energy Stealing
- Always Thinking

ShadoWKilleR255 [4] Had Frank not gotten himself off the seafloor, you would have opened a channel for Tomaster to go get him. This was made moot however, so you just try to convince Foa that you aren't very edible. Luckily for you, he seems to be preoccupied with his pain, and no longer cares about your meatflesh. Well! I suppose everything turned out well without you even trying! Except your leg is still broken.

Abilities:
- Mass/Energy Control
- Telekinesis
Inventory:
- 5 Small Energy Orbs
- ME Gun Blueprint
- Archipelago Map
Injuries:
- Broken Right Leg

Frederic [6] "Do you, eh, need any help? I don't think I hit you that hard."
While saying this, Frederic's arms elongate and the leading edges sharpen to a point, forming blade-arms. Suddenly, MLC bursts out of the water at high speed, shooting away from you. The little punk must be trying to get some distance! Frederic gives chase, speeding forward after MLC.

Game Event: Suddenly, something falls out of the sky, screaming, and hits the water in from of Foa, Frank, and Shadow. It makes a huge splash, then nothing happens. A few moments pass, and JJ pops up from underwater, slightly disturbed.
Unbothered by his method of reentry, he looks over to the three of you.
"Oh, hey guys."

HELP create foa's "fast legs ( jump+, run+, kick+ ) , sturdy, paws with hooved pads."
I was unexpectedly allowed on my brothers computer since he wasn't released from the army as soon as he thought he will! so no restrictions on internet are at place :D

Also what the hell happened? I spent how long in the air? Also you forgot to add gravity powers to my abilities list.

And its a VERY good thing he unfroze gravity since i was obviously too stupid to stop myself from falling. The water would have been solid.
