Basically, they are nonentity player characters, they fill the roles of non-player characters to make the game more exciting.
But since they aren't puppets, or true puppets of the Game Master, they still get a purpose, but to get to that purpose, the Game Master may have to make some rules to make them more or less fit their roles.

But eh, whoever you want to be a nonentity player, and whatever non-player character you want to be a nonentity player.
So yeah hire, but I recommend those not on the list, or who want to forfeit their place in line so that they won't make the game unfair, or will not spoil the plot.

If you do follow the latter of the two suggestion in the previous statement, be sure to reserve their spot in line.
