The point is to make a fair weapon to test and compete against others. POINT is to be fair.(And have fun doing it.)

You need to make an attribute system.
Like: you get 10 points.
Each sharpness increase costs 1
Each point can be used to increase rate of fire by 100
Each point can be used to increase Accuracy by one
Each point can be used to increase ammo by 5
Etc...

With a base template, which has the following base:
Rate of Fire 200
Sharpness 1
Accuracy [Particle Spread] 5
Ammo 20

Or something like that.

Why would we stick to that when we can have fun modding weapons that work within the context of our mod and vanilla CC? Or when I could upload something that follows all those and then hacks around it with lua to deliver a homing headshot on every enemy on the map? It just doesnt seem like an idea worth pursuing, but I might just be being a skeptic here.

It's called the honesty system. Or just have base gun stats, and have players work with that.

Also Additional rules:
Rounds!

AEmitter: Costs 3 Points, Plus 1 for every 2 things emitted
MOPixel: Free
MOSRotating: 1 Point for empty one, 2 for gibbing something, Plus 1 for every 2 things gibbed
TDExplosive: 2 Points to use, Plus 1 for every two things gibbed

AHuman/ACrab/ACRocket/ACDropship Cannot be used.

No, this is a horrible idea and I will call you out on it. It's an idea dredged straight from the depths of awful. Why would you go through all of this work to assign point values for tons of variables just so you can 'not-even-accurately' measure your results versus AT MOST (assuming all active members do this) 30 people?

CC is not an FPS for a good reason.

Your second point is fine, and without dispute (however exemplary of poor grammar it may be).
Your first point though, is a matter of collective opinion, and whilst you may like this idea a lot (as should be expected; it's yours) the majority of the forum populace disagrees with you, thus I'd assert that (however conjectural this assertion may be) it is in fact, not an awesome idea, and possibly a bad idea. Myself, I think it is a malplanned and malinformed attempt at bringing some form of quantitative analysis of actors and weapons in Cortex Command, the concept of which is not entirely without merit but the exectution of which was lacklustre.

tl;dr: Everyone disagrees with you, you need to learn to face hard facts. This is not going to happen unless you do it and show us how useful and worthwhile the whole concept is. I feel that efforts would be better put into a scripted testing automaton, but currently don't have the time or drive to fulfil that.
Kindly stop forcing the point, you're embarrassing yourself almost as much as rikimaru was.

Look i know its a stupid idea but i put this in the hopes of advancing it further through many stages but noooo it cant even begin because of two or three people disagreeing with me. Ahhh, I'm trying to stay chill. But it's so hard. I think so far it's you and dragonxp who've agreed that this is a good idea. I think the majority of people don't think this is a good idea. And when you're in a community of 50ish active members, then having some of the most influential ones dislike your idea won't help you. Furthermore, ignoring that fact and blazing onward in some sort of delusional sense of entitlement isn't gunna help much either. Did I stay chill?
