I know Pixen works for .bmp files and you can import palettes and whatnot.

What do you need besides paint? I may be ignorant, but all I use is the colour chooser tool, and the pencil.

MSPaint: All you need: - Colour Chooser - Pencil - selection - Scale - Line Tool - Circle Tool - Box tool

Opening the palette image(which is a 256 color bitmap) in paint was just a bass ackwards way of doing save as > 256 color bitmap. I've been trying to tell people this for years.
