At this point, is there any content at all in CC other than the engine and the tutorial level?

I'm considering purchasing it but without any sample of what the game would actually be like other than an engine, I'm unsure.

It's a public beta, not a full game. When you buy it you get all the versions of the beta and the eventual final game. Also you can check out the mods forum, which adds ♥♥♥♥ to the game.

At the moment the game consists of the engine itself, the tutorial mission, skirmish mode, an endless "defend-your-brain" scenario that allows splitscreen multiplayer.

Mods can be used in the tutorial mission and skirmish mode, and, as Ophanim put it, add "♥♥♥♥" to the game.

Build 21 is coming out soon. The discount price the game current has, will not be there forever. So, if you are going to buy it, now would be an excellent opportunity. As said by Data, the game engine is pretty much finished. We are expecting plenty of pure game content to be rolling out soon.
