Here's how to get a palette from an image in GIMP (it's a little un-obvious, took me a while to find this):
1. Open the image. (Make sure the image is Base.rte/Palette.bmp) 2. Open the palette window. (File>Dialogs>Palettes) 3. Right-click any of the palettes and click "Import..." 4. Click 'Image'. 5. Name the palette and whatnot. Number of colours should be 256. 6. Done!
To apply it to a sprite, click Image->Mode->Indexed... Click 'Use Custom Palette' and select the CC palette you made. In dithering, choose 'None'. That's it! Oh, and if you index your sprite in the CC palette and it doesn't turn out that well, try setting 'Dithering' to 'Positioned' in the dropdown menu. For maps, do the same process, but use grasslands.bmp in place of palette.bmp. Hope this helps.

I suppose Paint.net would work, if you can get it to do indexed palettes and such. I don't remember Paint.net doing that from when I used it.
Any drawing program works, really, it's just that if you want to see the colors you're using you need GIMP.

yeah I dont think paint.net does indexed palettes... it has custom palettes but I dont think its the same idea. more like custom palettes that you would get in mspaint. also, I downloaded gimp and got it to do its thing, but now it uses different materials. the dirt is glowing red and yellow and one of them is just the wrong terrain.
i just got an Idea though, should be able to fix
edit: oh... just saw the after note on whosit's post... gotta palette grasslands... dang

That's because you used a GLOW COLOR. There are three of them, the each do that. Change that color, and you should be fine.

I AM using the correct materials, here is my bitmap all the colors are the correct ones, I've eyed dropped them right from the source... I thought it was just a palette problem, but all changing the palette did was get rid of the default texture
