how do you convert mods to like build 18 or 19 or somtin?

nothing in the mods says military stuff or thing like that

There are multiple problems that a mod can have. Most of them having to do with changed InstanceNames, but not always.

It depends on what error you get. Also, some mods can't be converted correctly, due to game engine changes. It's more likely that you won't be able to convert a really old mod.
