Make it use the mods the person who told the server to make the game told it to use, if the person they play against doesn't have them then that's their fault, or you can do a force into their RAM.

I say to just add in a directory that stores all the mods needed. Either that, or when you see the server list, it displays what mods the server plays and where they can be downloaded. It would need a checker to make sure that the mods have the same data, though, so a force into the RAM would actually probably be more efficient, since it would have to compare every line anyway.
I'd say that cc would be very, very boring without mods enabled, so long as there are enough "normal" servers to keep the balance.
Wait a sec...
Dangit. My computer doesn't have internet. I'd have to run it on this one off my flash, which means that I couldn't do it on the weekends or evenings when my dad is home. Ah, well.
Heck, I'd love a chat feature. cc would undoubtedly have some interesting things going on there.
