Some perks including akimbo have prequesites, your going to have to level up a bit before you can use them.
Second off, Meeps aren't fighters. Fighting as a Meep will get you killed fast. I don't even know if its possible for Meeps to dual wield.
Third off, you do not pick your starting weapons, you will buy some.
"Dual bottles/potions", I don't think so mister.
