first off, it was kinda assumed to unplug it first. (otherwise you can damage the insides)

2. most voltages used in electronics(like computers) are lowered to prevent damage and electrocution.

ok, can you switch to the other guy or start from a save point?

Computers operate on DC, and current PCs usually under 100 w. (A piece of electronic equipment from the 60s of that size would likely have less energy requirements) It would be near impossible to have your heart stopped, unless directly coming in contact with AC with a voltage around 120-220 with high amp, and even that would not be certain.

Even if the computer was made in 2007 it still would likely lack the ability to kill, unless he has a pasemaker.

What do you mean by that?
That the electricity would not effect him as he is on cement? (I'm pretty sure he'd still get shocked.)
or He would not be shocked because he has possibly rubber soled boots?

isn't the concept you mentioned works because the helicopter isn't touching the ground and the wire is insulated? I don't think that would apply to subterranean bunker. Or perhaps Ive misunderstood you completely.
